Summary:

Leads activities to define requirements, design and verify robust architecture, data and information management systems and components. Leads the identification of design constraints and ensures architecture conforms to requirements. Incorporates architecture functions into software development lifecycle. Leads the development and configuration management of architecture views and models. Assesses of feasibility of architecture solutions and alternatives. Performs trade-off analyses. Evaluates products to assess suitability for integration into delivery system environments. Drafts data and information management products and service standards. Assesses impact of architectural decisions to product lifecycle. Develops architecture and data/information management standards and strategies. Coaches and mentors others.

 

Essential Functions:

  • Provides consultation and makes recommendations on the application of IT process management, process measurement and computing standards. Researches and develops new process measurement/improvement methodologies.
  • Evaluates data management and information management product characteristics through the application of advanced job principles, theories and concepts. Identifies and obtains resources necessary to complete evaluations. Evaluates product characteristics (e.g., usability, affordability, functionality, security, performance) to assess suitability for integration into complex delivery system environments by conducting trade studies, vendor evaluations and in-house evaluations. Drafts product and service standards for review by advisory councils. Participates in advisory councils which directs the definition and approval of data and information architecture standards bulletins and statement of direction. Represents information architecture at chief architect council. Contributes to the enterprise integrated technical plan. Analyzes, identifies and proposes improvements and enhancements to the evaluation process. Presents evaluation results, proposed usage and business considerations to stakeholders for the purpose of decision making. Represents company to suppliers and industry experts to develop, establish, enhance and promote industry-wide standards and guidelines. Recognized as a company expert. Mentors and trains others.
  • Develops enterprise data and information management strategies/tactics/standards through the application of advanced job principles, theories and concepts for deployment into areas of the business in support of common processes and systems. Contributes to the development of new principles and concepts as well as advanced job practices, techniques and standards. Develops advanced technical ideas and guides their development into final product. Recognized as a company expert. Mentors and trains others.
  • Applies advanced job principles, theories and concepts to the evaluation of data management and information management product characteristics. Identifies and obtains resources necessary to complete evaluations. Evaluates product characteristics such as usability, affordability, functionality, security and performance to assess suitability for integration into complex delivery system environments by performing activities such as conducting trade studies, vendor evaluations and in-house evaluations. Drafts product and service standards for review by advisory councils. Participates in the Information Architecture Advisory Council which directs the definition and approval of Data and Information Architecture Standards Bulletins and Statements Of Direction. Represents Information Architecture at Chief Architect Council. Contributes to the Enterprise Integrated Technical Plan. Analyzes, identifies and proposes improvements and enhancements to the evaluation process. Documents results and findings. Presents evaluation results, proposed usage and business considerations to stakeholders and documents resulting in decisions. Represents company to suppliers and industry experts to develop, establish and promote industry-wide standards and guidelines for possible use in delivery systems and components. Represents company to suppliers to develop and enhance products. Defines tactical and strategic direction for product or component area. Recognized as an expert within the company. Mentors/trains less experienced employees.
  • Serves as organization spokesperson on advanced projects and programs. Acts as advisor to management and customers on advanced technical research studies. Communicates activities, trends, processes, procedures, standards, strategies and best practices both vertically and horizontally across the enterprise through verbal and written communication channels for the purpose of elevating and educating the work force (e.g., knowledge workers and management) in the areas of data and information management. Recognized as an expert within the company. Mentors/trains less experienced employees.
  • Develops robust and integrated solution concepts and designs during the software development lifecycle by applying advanced job principles, theories and concepts in the identification of business process goals, objectives and integrated solution concepts and designs. Develops advanced technical ideas and guides their incorporation into final products. Initiates, determines and pursues courses of action necessary to obtain desired results. Contributes to the development of new principles, concepts and advanced job practices, techniques and standards. Recognized as a company expert. Mentors less experienced employees.                                              

Education/Experience:

Technical bachelor's degree and typically 14 or more years' related work experience or a Master's degree with typically 12 or more years' or a PhD degree with typically 9 or more years' related work experience or an equivalent combination of education and experience. A technical degree is defined as any four year degree, or greater, in a mathematic, scientific or information technology field of study.

 

Knowledge, Skills, & Abilities:

  • Applies advanced job principles, theories and concepts for the development of enterprise data and information management strategies/tactics/standards and deployment into areas of the business in support of common processes and systems through interactions with management, subject matter experts and consultants/vendors. Contributes to the development of new principles and concepts as well as advanced job practices, techniques and standards. Develops advanced technical ideas and guides their development into final product. Recognized as a job expert within the company. Mentors/trains less experienced employees.
  • Proven track record of implementing large scale extraction framework for a navigable map database.
  • Proven track record of designing and implementing flexible data extraction frameworks capable of delivering multiple formats, tailored or customized versions of formats, multiple versions of data formats.
  • Proven track record of quickly evaluating new delivery formats and mapping object space to extract formats.
  • Strong knowledge of Java,  object-oriented development, and Oracle Spatial
  • Proven track record of working with versioned objects in a rich object model with bitemporal effectivity constraints.
  • Proven track record of implementing rich graphical user interface for the manipulation of spatial and textual data in the service of a navigable map database.
  • Proven track record of designing and implementing highly responsive, flexible user interfaces that provide multiple interaction views for spatial data (graphical/projected and tabular).
  • Proven track record of implementing graphical user interfaces that support multi-site, multi-language, internationalized, concurrent editing production systems for the maintenance of a navigable map database
  • Proven track record of effectively implementing application frameworks
  • Proven track record of implementing robust infrastructure (business model) services that support navigable map database applications, including the automated ingest, maintenance, and extraction/delivery of data
  • Proven track record of implementing workflow automation in a Java/J2EE environment
  • Proven track record of implementing JRules or similar rules engine to support the ingest, maintenance, and extraction of a navigable map database
  • Proven track record of implementing infrastructure services for a globally distributed, multisite navigable map database production system
  • Proven track record of implementing infrastructure services that supports versioned object management for the management of a navigable map database with bitemporal effectivity constraints
  • Proven track record of utilizing the Rational Unified Process for the execution of large scale software development projects
